This cable doesn't make sense

The description is kinda misleading. On one side, you have a USB Type-B cable, and from the image you can tell it's only 2.0 speeds (since 3.0 USB Type-B looks different). And the other side is USB Type-C 3.1

But your max speed will be USB 2.0 even tho the Type-C side is 3.1

Yes this is due to the limitation of the USB 2 side. (you can't make a usb 2 device go faster.) Hope this helps, however microphones, keyboards, harddrives etc will run as fast with this cable as a regular USB cable.
